Under the general direction of the Manager of Health Analytics, the Health Information Data Scientist carries primary responsibility for activities related to: identifying, extracting, organizing, storing, analyzing, reporting, researching, and modeling data in support of corporate, divisional, and departmental health analytic initiatives.
Position is responsible for designing, maintaining, and overseeing effective approaches for finding valuable insights from large, rich datasets that will produce more effective, efficient, and automated data reporting solutions; reduce the total cost of care by eliminating fraud, waste, and abuse; identify billing, coding and utilization patterns, trends, and outliers; research member, employer, clinical, and provider data to generate standard and ad hoc reports; and ultimately use analytics to transform data into actionable insights and recommendations in order to meet corporate goals and changing market demands.

Essential Functions

Responsible for activities related to the development, implementation, and analysis of health care information, including the development and implementation of capabilities and processes that allow divisional and cross-divisional staff to obtain and utilize information in their health care management activities.

Responsible for activities related to the development, implementation, availability, and maintenance of data systems necessary to support divisional medical management activities, provider quality and delivery of care processes, employer group reporting, and corporate operation's reporting and data retrieval needs.

Analyze data for patterns and develop models, based on statistical approaches and data mining techniques, to provide insights and recommendations for strategic corporate and Medical Affairs initiatives.

Work with all levels of business users to understand their business requirements and translate those business needs into analytical models.

Implement automated processes that produce modeling results at scale.

Present visually appealing, understandable, and actionable stories, told by data, to all partners, internal stakeholders, and senior management.

Responsible for activities related to retrieval, compilation, analysis, and reporting of information necessary to support resolution of complaints and/or allegations of otherwise identified problem areas involving overutilization, underutilization, aberrant billing practices and other issues related to focused reviews of individual provider patterns of practice.

Propose new analytics solutions in response to business needs.

Work with subject matter experts, data governance coordinators, data stewards, data engineers, project managers, business analysts, and IT&S developers to understand and prepare internal and external data for analytics.

Participates in organizational committees and/or corporate projects which impact the corporate ad hoc and/or utilization and health analytics systems.

Participates in the research, development, and implementation of medical, reimbursement, and administrative policies and procedures in response to new medical procedures, contract coverage, cost containment programs, content of service issues and/or product development.

Participates in the monitoring of new data sources and new developments in the field of health care delivery, finance, technology, and treatment to assess the effects on medical management activities and the impact on the health care delivery system (i.e. alternative payment models, value-based programs, provider quality measurement, and interoperability).

Maintain an expert understanding of vendor analytics software and work with IT resources to ensure the data input, processing, and output are optimal, accurate, and efficient.
Qualifications
Education
Baccalaureate degree in technology, mathematics, statistics, actuarial science, risk management, economics, or related field is required, with 12 credit hours of computer science and/or math at the calculus level or above is required.
Experience
-
At least three (3) years in a technology, statistics, actuarial science, applied mathematics, financial economics, data structures and system applications or system mainframe applications in a DB2 environment is required.

Experience with and understanding of data warehouse structures, data extraction tools, analytics software and methods, and data modeling is required.

Experience with and knowledge of the healthcare delivery system and the health insurance industry is preferred.

Understanding of health insurance and clinical data content and structure is highly preferred.
Skills

Ability to identify and make sense of rich data sources, manage large amounts of data, merge datasets, ensure consistency of datasets, graphically portray data to gain insights, build statistical models, understand data and model shortcomings, and effectively communicate findings.

Must possess advanced analytical, problem solving, and research skills.

Adept at programming with SQL and capable of learning computer programming languages.

Ability to understand the capabilities, limitations, and characteristics of the corporate data systems and build relationships with subject matter experts throughout the company.

Ability to work with statistical software applications, such as R, SAS, Python, or Minitab.

Ability to work with data visualization tools, such as Tableau.

Skilled with Microsoft Excel, Access, and Word.

Ability to understand and build solutions that recognize a variety of distinct data reporting requirements.

Ability to create and maintain databases and produce actionable insight and visualization capabilities from those data sources for management reporting and process improvement.

Must effectively use interpersonal and communications skills with tact and diplomacy. This position maintains interaction with internal and external customers of all levels of staff.

Must have excellent written and oral communication skills, with the ability to convince and defend the reasonability of research findings and process designs to a wide array of both technical and non-technical persons.
